What is the difference between a photo album and a scrapbook?

I have never done a scrapbook before, but I have tons of photos in photo albums. I am thinking about doing a few scrapbooks on different themes. If I do, I will have to "rob" my photo albums, then there will be gaps. So if I am looking through my photo albums in years to come, important things may be missing. I hate the idea of taking pictures out of my photo albums, which are organized by date.

How do you get around this problem?
